Windcrest Council Candidates

Several Windcrest City Council Candidates and Water District Board candidates have posted Election signs on the street of Windcrest. 

Today the Trio of Red White and Blue signs were given 24 hours to get their signs in compliance with the Secretary of State laws.

  The Windcrest Finance Director mentioned during a recent council meeting that the Loan from EDC had been on the books for several years.

 Check the budgets.  There is a line item within the Economic Development section under line item 13-2315  Due to Gen Fund   $145,000.  There is NO mention of a LOAN.  There is not a corresponding entry in the General Fund of as $145,000 being due from EDC.

 During the EDC board meeting no one admitted knowing anything about a Loan or anything about $145,000 being owed to the city in any form.

 Citizens and City Council Candidates need to read the budget carefully.  As is often said the Devil in in the Details.

Meanwhile the facts indicate this was/is a SECRET LOAN.   The budget should indicate a loan instead of simply saying due from..  Strange.

City Secretary Spewing Lies yet Again

  Remember Jim Shelton motioned to remove 3 members of the Board of Adjustments.  McFall seconded the motion, then Shelton, McFall and Jacobi passed the motion to remove 3 members from the Board of Adjustments.  The only problem, this was ILLEGAL.  According to Windcrest Code there must be written charges and a hearing prior to removal.

  The next council meeting there was an agenda item to correct this.  In steps the famous, City Secretary, claiming those three Board of Adjustments Terms has expired.

News Flash, All three were re-appointed in Jan 2017 for two years.  The City Secretary lied yet again to save the 3 clowns from having to admit their mistake.  The video link below has Shelton's motion, a citizens telling them it was illegal and the council meeting where the same three clowns voted to re-appoint Ms. Dixon.

WEDC By-Laws

. WEDC had "By-Laws" on the agenda several times last fall.  Each time the item was tabled.  Then Tim Maloney left and Sue Alexander took over as president.
  By-Laws have not been back on the agenda since.  Why are the By-Laws not posted?  They were approved by city council along with the Articles of Incorporation, so where are the By-Laws?

 Do the By-Laws conflict with the current mode of operation?

Windcrest 7-11 Bond

Windcrest- Vote NO in Nov Street Bond- That bond will cost $4 Million in interest. Bad.  Below is from another blog:

 The 7-11 Bond is terrible.  Borrow $7.3 Million for 20 years totals $11 Million.

All Windcrest voters should vote NO to the two Bonds.  $7.4 Mil for Streets, which will ONLY repair 7 Streets.  OK, exactly what does Street Repair entail?  The projected cost involves three different types of repairs.
8" Mill/Overlay @ $89.40 per Sq Yard  (engineers says normal depth 2-10")
3" Mill/Overlay @ $27.62 per Sq Yard
Slurry Seal         @ $27,62 per Sq Yard   (All streets were had this in 2006)

Below are the 7 streets identified in the report with the projected cost of $7.4 Million, that will cost , $11 Million, over 20 Years.  Note: some streets get portions of each type of repair.

Balfour            8" Mill/Overlay, 3" Mill/Overlay and Slurry Seal.
Crestway         3" Mill/Overlay
Eagle Crest     8" Mill/Overlay
Fenwick          8" Mill/Overlay,   3" Mill/Overlay, Slurry Seal,

When you think of Street Bond to repair streets one thinks of a total repair.  NOT the case here.  The 7 streets proposed for repair include, 6" overlay, 3" overlay and "Slurry Seal."  Read the engineers report carefully, the report indicates the repair to Midcrown alone could use the entire 7.4 Million, depending on what damage the contractor finds has occurred to the road base.  The engineer has indicated removing 8", but also says damage below that depth shall be repaired.
  The Engineer states the normal removal is from 2" to 10", yet his estimates is for 8".  What will be the cost of the additional "2"?  No indication in the report.

 The Fire Department $2 Million Bond was pure guess work, no documentation at all.  This $2 Million is 15 years and will total $2.8 Million.  Council discussion on Sept 5th indicated they could use some of this $2 million to fund a full time Fire Assistant.  In other words, they have already decided this bond is NOT just for a Fire Truck and Equipment, it includes staff.

  This council (three outgoing) have NOT allowed the Volunteer Fire Association to Fund raise this year at all.  No picnic this year, no Donations collected this year at all.  None.  These three are not concerned with the safety of Windcrest citizens, they want you in debt.  Vote NO to both bonds, Windcrest can trim the budget fat and do street repairs.

Signatures from Ghosts?

  The San Antonio Express News ran an article about a Recall Petition in Windcrest, Tx having signatures from deceased residents.
 Nearly 100 forged signatures were also on the three petitions according to sources.  The Petition Committee members are John Gretz, Michael Eyhorn and Ronald Armes. The three councilman supporting the petition are Gerd Jacobi, James McFall and Jim Shelton.  The councilman's wives, Edith Jacobi and Bel McFall traveled by golf cart to gather signatures at the direction of their husbands.  John Gretz, the Petition Committee chairman stated he had No Clue how deceased signatures made the petition.

Humiliation in Windcrest

 The Recall Petition Committee consists of John Gretz, Michael Eyhorn and Ronald Armes with assistance from Edith Jacobi and Bel McFall (names sound familiar?)  Yes, Councilman Gerd Jacobi and James McFall enlisted their wives to canvas Windcrest seeking signatures for the recall petition.
  Problem!  Citizens were not signing the Recall Petition for the newly elected Mayor and councilpersons.  
  The committee had to improvise quickly.  A hand written note was scribbled with headings of Street Repair and Economic Development Issues.  
  All citizens want the streets fixed, that's common knowledge.

  The committee then gathered more signatures using Street Repair and Economic Development Issues as the reason for distributing the petition.  Some say, if the lips are moving it's a lie!

Windcrest Springbrook Development in Trouble


Remember, Springbrook Senior Development Investors already warned James McFall, Jim Shelton and Gerd "Jake" Jacobi they liked it "Quiet".  The Investors will get "Spoooked" if the recall noise continues.  We don't like recalls at all Busby said.
  After Springbrook Senior Development Investors warned the Windcrest City Council, McFall, Shelton and Jacobi,  secretly recruited three, rather slow, nitwits to conjure false charges and submit 3 Recall Petitions.   To add an "intimidation factor", James McFall and Gerd Jacobi demanded their wives, Bell and Edith, canvass citizens via Golf Cart with the petitions. Bell and Edith did not take No for an answer.  Instead, they had Signature Signing Parties at the local golf course where the original petition committee, John Gretz, Ronald Armes, Michael Eyhorn and councilman and their wives ensured enough entries had signatures to reach 490 signatures.  John Gretz even stated they had an additional 50 signatures the committee did not turn in. Why not John?
    Saturday, July 27, 2018 the San Antonio Express News article reads ..Fake signatures on election-related-petitions... signatures on a recall petition in the city of Windcrest seeking to remove the mayor and two council members have been called into question and prompted a criminal investigation. Among the suspect signatures are those of a deceased couple and those of the mayor being targeted in the recall drive.
    Springbrook Senior Development Investor are surely Red in the Face now.  What part of "We Like it Quiet" did you not understand Councilman Jacobi, McFall and Shelton?

Springbrook Senior Living Project Thwarted

  Springbrook Senior Development Investors from Chicago have proposed building a Senior Living facility in Wndcrest.  Mr.Walt Busby, the developer representative for the project, told City Council during a January 22nd presentation that his investors were Jittery from the recall "Noise" occurring and they were at a stopping point.

  Councilman Gerd Jacobi and Councilman James McFall smirked  during Mr. Busby's presentation as they had their own Project in mine.  Councilman Jacobi and McFall had already devised a plan for yet another Recall Petition of two newly elected council person and the newly elected Mayor as part of their "Revenge" as McFall stated.  The two super ego's found three willing idiots to write and file three recall Petitions which read like juvenile squabbles  You need only read a few lines written by these half-wits to see the Recall Petitions have no merit. 

 Enter Robert Colunga, the assistant Walt Busby introduced during the Jan 22nd presentation.  Robert Colunga, a loyal friend of Jacobi and McFall, proceeds to file a Law Suit against the Mayor and one Councilperson.  Why he was introduced as an assistant on Jan 22 is a mystery knowing Robert Colunga's history. 

 The real objective of the Recall Petitions is to create the "noise" the Chicago Investors do not like.  This Noise will torpedo the Springbrook Senior Living Project into oblivion
 
The proof for this conclusion is, both Councilman Jacobi and Councilman McFall  dispatched their wives to collect petition signatures.  These ladies dress to impress and their transportation is a shinny new Golf Cart.  All the while the wives are out gathering signatures,  Jacobi and McFall sit grinning while discussing the Springbrook Senior Development Project from the dais.  These two councilman will to flaunt their testosterone at any costs.

Colunga creates 'Noise" for Springbrook Investors

  Walt Busby, project developer for the Springbrook Senior Development Project introduced Mr. Robert Colunga as his assistant for this project during his Windcrest City Council Presentation on January 22. 2018. During that meeting Mr. Busby informed Windcrest City Council the Investors on this project were jittery over the 'noise' created by a recent recall petition. Mr. Busby said the Investors were not going to move forward until they had council's support and things were quiet.
  Fast forward to June,  Robert Colunga files a law suit against the Mayor and a council person.  
An ex-council person drafts 3 recall petitions.  Two councilman send their wives out to collect signatures for the three recall petitions.   Those wives use the law suit to entice citizens to sign the recall petitions.  
  Mr. Robert Colunga faces felony charges in 2016 which needed his full attention so he left Windcrest employment.  (see news article below).  
  Colunga claims Windcrest elected officials are responsible for him losing his consulting contract with two developers.  Mr. Colunga does not indicate which developer(s).  

  Now Colunga and two council persons are creating much "Noise" which according to Mr. Busby makes the investors jittery.

More than $300,000 in homeowner association funds for a swimming pool that was never built are at the center of a criminal case filed against two men with ties to the city of Windcrest.
Bexar County District Attorney Nico LaHood said Robert Colunga and Tom Pittman were indicted by a grand jury in April on the first-degree felony charges. Although a civil lawsuit is pending in the project, LaHood said he believes a criminal case also is warranted against the two men, and possibly others, the case involving plans for a pool to be built in San Antonio’s Stone Oak area.
Colunga, 51, is the former president of the Champion Springs Homeowner Association in Stone Oak, on San Antonio’s North Side, about eight miles northwest of Windcrest, where he has been the executive director of the Windcrest Economic Development Corp. since 2013.
Pittman, 59, has worked as a consultant in Windcrest, managing projects there in recent years.

Bugle Crew Not Available for 911



FLASH!   Did you know, in March 2018, The Windcrest Fire Department DID NOT Respond to a 911 call?  Not excessively late, just plain DID NOT RESPOND at all.

Serious stuff folks, for sure.  1st time every so I hear.

I know your thinking middle of the night, right?  No folks, the call came in on/about 8 A.M. on a WeekDay!!

The Fire Chief told City Council, NO ONE was available!  Yet, his March report to council shows average response time 6 minutes and change.  Fuzzy math for sure. 

Now April 16 the Mayor had requested someone from the Bugle Crew attend city council to discuss their contract.  Guess What!   Another NO SHOW!  Fire Chief said they were either Working or Out of Town! (have your heard that before)

Is this what you Want?  If Not, Vote FOR on Proposition 1 and let the Bugle Crew become a permanent no show.

Have you seen the Jan 22, 2018 council meeting video?  Of course not, it has not been posted. Seems Windcrest does NOT want Citizens to see the video!  Why Not?

View these video clips for the answer.  Citizens were threatened by the developer.  Busby is bringing his Investor to Windcrest to get the "Packages they Need."

Walt Busby had no problem trash talking about the citizens of Windcrest.  Then as a parting shot, he Introduced none other than Robert Colunga.  Yep, the same fella than had his hands in the budget accounts and the edc.  He left Windcrest to face felony charges.

Recall Petition and /Referendum FILED

Four petitions, each containing over 50 pages of signatures, were filed with the Windcrest City Secretary on Friday, January 19th. Three of those petitions were for recalls of City Council Members: Gerd Jacobi, James McFall, and Jim Shelton. The fourth petition was a referendum of the council action on October 16, 2017, which was the effort to establish the Windcrest Volunteer Fire Department Bugle Crew in direct violation of the Windcrest Code of Ordinances.
All three council members being recalled (Gerd Jacobi, James McFall and Jim Shelton) participated in votes which are considered to be in conflict with either the Windcrest Home Rule Charter or in a standing City Ordinance. These men were also obstructing the business of the city by denying new council members information about current city business. They tabled agenda items so that the new council members could not represent their constituents and do their jobs for which the voters elected them.
The signatures gathered for the recall petitions more than surpassed the required 25% of the voters in the last Mayoral election and the referendum petition signatures were nearly 50% more than needed.
After certification of the signatures, each council member being recalled can resign immediately or request a public hearing. However, despite a public hearing, the Windcrest Home Rule Charter states that the “City Council shall order a recall election” if City Council Members Jacobi, McFall, and Shelton refuse to resign.
